The challenge

In an imaginary city, three entrepreneurs are engaged in fierce competition to open restaurants at top locations. To do so they require licences which must be applied for at a newly-privatised (and formerly municipal) organisation. The entrepreneurs need different licences in different combinations in order to generate as much income as possible. They can only succeed if applications for licences are dealt with correctly and on time.
